If you are using an Internet proxy, just try removing the proxy settings and then try accessing your iTunes store to see if it’s available.

Update your anti-virus software, or remove it completely and then re-install. After that, you can reboot your computer and re-open iTunes, the error may be gone. If it still doesn’t work after you reinstallation, just turn off the antivirus software.

If you are using a PC and the proxy and anti-virus methods still can’t fix your issue, you can block the firewall from Norton 360 Antivirus software.
Launch Norton360 Anti-Virus software > Settings > Firewall > Program Rules > iTunes > Set to Block > Click Apply to save the settings.
